How to Winterize an Outdoor Concrete Fountain

Search for how to winterize a concrete fountain and you will get a hundred confident answers. What you will not get is a source. We went looking for one, and here is the honest finding: no university extension service, no government agency and no concrete industry body has published guidance on this specific object. Everything in circulation traces back to fountain manufacturers, and the manufacturers contradict each other on the two decisions that matter most.

So this article does two things. It lays out the physics, which is settled and comes from real research. Then it puts the manufacturers side by side and shows you exactly where they disagree, instead of picking the convenient one and calling it a rule.

What actually breaks a fountain, and it is not what most people picture

The usual mental image is ice slowly pushing outward against the wall of the basin until the concrete gives. That picture is wrong, and a piece of university research says so directly.

The Building Research Council at the University of Illinois at Urbana-Champaign published a study on freezing and bursting water pipes. Its finding: "A commonly held view, that ice growth simply pushes against pipe walls, is not correct." What actually happens is a two step sequence. "Pipe bursting occurs when 1) freezing temperatures create ice blockages in water pipes, then 2) further ice growth applies dangerously high pressures to a confined water volume."

Read that with a fountain in mind, because a fountain is full of confined water volumes in a way a bird bath is not. The riser tube running up the middle. The pump housing. The gap where one tier sits on another. Any one of those can plug with ice at one end while the rest of the water has nowhere to go. The failure is a pressure event inside a closed space, which is why fountains crack at joints and split tubing rather than simply losing a rim.

The concrete itself fails by a second, slower mechanism. The Federal Highway Administration states the basic fact, that "water expands in volume by approximately 9 percent when it freezes," and gives the threshold that turns wetting into damage: "concrete will only suffer damage from freezing when the capillaries in the cement paste are more than 91.7 percent full of water." A fountain that has been running all summer is a soaked object. That is the whole reason drying it out matters as much as draining it, and the two are not the same job.

University of Illinois Extension puts the consequence for an existing flaw plainly: "If less porous material (like rock or cement) has a crack, then freezing and thawing of moisture will pry open the crack making it worse." If your fountain already has a crack, read how to fix a cracked concrete bird bath first, because the diagnosis there applies to a fountain bowl unchanged.

What the manufacturers actually say, and where they contradict each other

These are direct quotes from care pages published by the companies that make these objects. We have not smoothed them into a consensus, because there is not one.

Campania International
puts moving it indoors first. "If possible, bring your outdoor fountain inside for the winter," and only failing that, "If unable to bring inside, store your fountain in a dry and covered location." On cover material they are explicit: "Make sure to use a breathable material when covering," followed by an instruction in capital letters not to cover it in plastic. They also raise a point almost nobody else does, that "Fountains may freeze to the ground and cause cracking in the base if left outside in the winter."
Massarelli
agrees on both counts. "If possible - move your fountain indoors for the winter." And on covers: "Always use a breathable material." Their reasoning is stated: "Do not cover your fountain in plastic. Plastic can trap moisture which can damage the finish."
Giannini Garden Ornaments
says the opposite about the cover. "During the winter months, protect your fountain from harsh or freezing weather by draining the fountain and covering it with a weather proof tarp." No mention of breathability, and no instruction to bring it in.
University of Illinois Extension
is not writing about fountains, but it is the only non-manufacturer voice we found on the question, and it lands on the third position. For pottery: "Protect pottery in winter. Thoroughly dry out and then cover securely with plastic wrapping to keep it dry." Note the order of operations. Dry first, then seal.

The disagreement is real and it is not trivial. One camp says a sealed cover traps moisture against the concrete and that is the danger. The other says a sealed cover is the only thing that keeps new water out, and that is the danger. Both mechanisms exist.

What we would do, flagged as our judgment and not as anybody guidance: dry the piece thoroughly before it is covered at all, which is the step Illinois puts first and which resolves most of the argument. Then use a breathable cover, because the risk a breathable cover accepts is a little wind driven rain on an object that drains, while the risk a sealed cover accepts is condensation held against concrete that has nowhere to shed it. If you use a tarp, do not tie it tight to the ground.

The pump, where the disagreement is sharpest

Here the split is not about finish or aesthetics. It is a straight technical contradiction between two pump manufacturers.

Alpine says store it wet
their pump manual instructs the owner to "Do not allow the pump to freeze up in the winter," and then, for storage, to remove it from the pond and "store it in a frost-free place, e.g., in a bucket of water."
Danner says clean it and put it away dry
answering whether a pump can run in winter, Danner states "Yes, as long as it is not subjected to freezing conditions," and continues: "Once the water in the pump has the potential of becoming frozen, the pump should be removed from service, cleaned and stored away until next use." No mention of keeping it wet.
Little Giant states the failure mode
their manual is blunt about what happens either way if you get it wrong. "Do not let the unit freeze in the wintertime. This may cause cracking or distortion that may destroy the unit."
Illinois Extension splits it by size
the only non-manufacturer source we found on this: "Just because a pump is submersible does not mean it should stay in the water over the winter. Most small pumps need to be removed from the water and drained. Larger submersible pumps may need to be stored in water in a location that will not freeze." Their closing instruction is to follow the manufacturer.
Campania allows leaving it in place, reluctantly
"A pump can stay in a fountain for the winter, but if you choose to leave it in, it must be completely dry and insulated with plastic bags and towel to ensure it stays dry. However, it is recommended to bring it inside."

Every fountain in our concrete fountains collection ships with a pump, and every one of those product pages already tells you to disconnect and store the pump rather than leave it in the basin. So we have taken a side in our own copy, and it is worth saying that Alpine, a pump manufacturer, would tell you differently for their own product. If your pump came with a manual, that manual outranks us.

The one part with no disagreement at all

Everything above is contested. This is not.

A submersible fountain pump manual from Little Giant states the requirement directly: "The National Electric Code (in the USA) and similar codes in other countries require a Ground Fault Circuit Interrupter (GFCI) to be installed in the branch circuit supplying fountain equipment rated above 15 volts." The same page adds two lines that get ignored constantly: "A separate branch circuit is recommended. Do not use an extension cord."

An extension cord running across a lawn to a fountain is the single most common installation we see described in questions, and it is the one thing on this whole page that a manufacturer flatly tells you not to do. Getting the outlet right is a job for an electrician and it is a one time cost. The same rule applies to a heated bird bath, which is covered in keeping a bird bath from freezing in winter.

Two practical notes for the shutdown. Unplug at the outlet before you touch anything in the water, not after. And when the fountain comes out of service, the outlet it used should be covered and dry through the winter rather than left open behind a lifted flap.

The shutdown, in order

  1. Pick the date off the forecast rather than the calendar. The trigger is the first night that will hold below freezing, not a month. Getting this wrong by one cold snap is how most of the damage happens
  2. Unplug the pump at the receptacle before your hands go anywhere near the water
  3. Drain everything, then drain it again. The basin is the easy part. Lift each tier if the design allows, tip it, and let the joint faces drain. Water sitting in a tier joint is in a confined space with a lid on it
  4. Clear the riser tube and the pump housing. This is the part that bursts. Disconnect the tubing at both ends and let it hang, and turn the pump over and shake it out rather than assuming it emptied itself
  5. Take the pump out and store it somewhere that will not freeze. Follow your pump manual on wet versus dry storage, because the manufacturers genuinely disagree and yours is the one with a warranty on the line
  6. Clean it before you dry it, not after. Algae and mineral film hold water against the surface. The method that will not damage the finish is in our guide to cleaning concrete without wrecking the surface
  7. Dry it properly, which means days rather than an afternoon, and ideally under cover with air moving. This is the step that decides how much the cover argument matters
  8. Get it off the ground if it stays outside. Two strips of wood under the base stop it freezing to the soil, which is a documented way to crack a base
  9. Cover it, drawn taut so nothing pools on top, and left loose enough at the bottom that air can move underneath
  10. If you can move it inside, do that instead, and read the next section before you try

The part where "bring it inside" is not really advice

Two of the manufacturers above lead with moving the fountain indoors. For a small urn that is fine. For a three tier cast concrete fountain it is a sentence written by somebody who has never tried to move one.

Our own listings are the honest check here. Weights published in our concrete fountains collection run from around 25 pounds for a small column piece to over 100 pounds for a three tier pedestal fountain, and larger estate pieces from any maker run well beyond that. These pieces also come apart into separate tiers, which is what makes the job possible at all.

The safety numbers are worth having in front of you. OSHA is direct that "OSHA does not have a standard which sets limits on how much a person may lift or carry." What exists instead is the NIOSH guidance, which states that "The maximum weight to be lifted with two hands, under ideal conditions, is 51 pounds," and which recommends you "Use mechanical devices (e.g., lifts, hoists) whenever possible." A garden path in November is not ideal conditions.

So the realistic plan for most full size fountains is not indoors. It is drained, dried, lifted off the soil and covered, with the pump inside. Say that plainly rather than repeating advice that assumes a forklift.

One more thing worth knowing before you decide how much effort to put in. Giannini Garden Ornaments, which sells these, states in its warranty that it "does not cover damage that is a result from misuse, abuse, neglect, mishandling, misapplication, alteration, modification or damage that is attributable to acts of Nature including freeze damage." Freeze damage is excluded. It is excluded across this category. Nobody is coming to replace a fountain that spent January full of ice, which puts the whole afternoon of draining and drying in perspective.

Frequently asked questions

Can I leave my concrete fountain running all winter?

We would not, and no source we could verify endorses it for a cast concrete garden fountain. Danner permits winter running only "as long as it is not subjected to freezing conditions," which is a different statement from running it through a freeze. Moving water resists freezing at the surface, but it does not protect the confined volumes inside the riser and the pump, and a power cut during a cold snap turns a running fountain into a full one very quickly.

Should I cover my fountain with a tarp or a breathable cover?

The published sources genuinely split. Campania and Massarelli both specify a breathable material, with Massarelli explaining that "Plastic can trap moisture which can damage the finish." Giannini instructs owners to use "a weather proof tarp." University of Illinois Extension, writing about pottery, says to dry it thoroughly and then "cover securely with plastic wrapping to keep it dry." Our own read is that drying it properly first is what makes the choice matter less.

Where do I store the pump over winter?

Somewhere that will not freeze. Whether it goes in dry or sitting in a bucket of water depends on whose pump you own. Alpine tells owners to store the pump "in a frost-free place, e.g., in a bucket of water." Danner says the pump "should be removed from service, cleaned and stored away until next use." University of Illinois Extension notes that most small pumps get drained while larger submersible pumps may need to be stored in water. Read your own manual.

Does draining the basin protect the fountain?

Only partly, and this is the most common miss. The University of Illinois research on burst pipes describes damage from pressure "to a confined water volume," and in a fountain those volumes are the riser tube, the pump housing and the joints between tiers. An empty basin above a full riser tube is still a fountain that can crack.

Is it safe to plug a fountain into an outdoor extension cord?

The pump manual says no. Little Giant states "A separate branch circuit is recommended. Do not use an extension cord," and separately that the code requires GFCI protection on the branch circuit supplying fountain equipment rated above 15 volts. Treat the outlet as part of the installation rather than an afterthought.

Will a fountain cover stop my fountain freezing to the ground?

No, and Campania flags this separately from covering, noting that "Fountains may freeze to the ground and cause cracking in the base if left outside in the winter." Getting the base up on wood strips is a different job from covering the top, and both are worth doing.
