This is a deep teal glaze pooling and running down the body into near black at the base, and against gray paving, a fence or green planting it is the thing your eye goes to rather than something that blends into the hardscape.
The glaze is pooled and running rather than flat, which means the color is uneven on purpose, darker where it has gathered and lighter where it has thinned over the curve. That is how a real glazed pot behaves in a kiln, and it is why this does not read as a painted surface.
The water comes out of a vertical cutout near the top rather than over the rim, so it emerges from inside the urn and runs down the front of the body. On a glazed surface that keeps the whole front face wet and reflective, which is where the color looks best.
