More tiers is not automatically better. Six small drops in thirty nine inches means each one is a few inches and the water barely gets going. Three tiers in the same height means each fall is long enough to leave the surface, travel through air, and land properly, and each chute can be wide because there are fewer of them to fit.
What you hear is the difference. Three proper falls give you a fuller, lower sound than six short ones, which read as a fine trickle. Which you want depends on the job. If the fountain is there to cover road noise or fill a courtyard, three deeper falls do more work.
