Two Tiers Instead of Three, and the Bowls Get Bigger for It
Drop a tier and the same height has to go somewhere. It goes into the bowls. The lower basin on this piece is wide and shallow in a way a three tier fountain at the same height cannot be, because a third bowl would have taken the room.
That width is the reason this one gets used by birds. A wide shallow basin with a flat rim to land on is what a bird bath is, and here you get that at the bottom of a working fountain instead of as a separate object in the garden. The moving water keeps it from going stagnant, which is the usual problem with a still bath.
The carving is the other half. Acanthus relief runs around both rims, down the baluster and across the base, and the lotus finial sits at the top still in bud. A 2 tier fountain with this much surface detail reads as a classical piece from across a lawn and as a carved one up close.
