Set it level. On forward tilted chutes an out of plumb column sends the stream past the chute below rather than into it, which puts water outside the fountain.
Wind and stability

Water level and daily care
Keep enough water in the base to cover the pump so it never runs dry. Falls that clear the surface lose more to evaporation and drift than water running down a face, so check every few days in warm weather.
Keep the chutes clear. A blockage in one chute sends that stream sideways instead of forward.
Looking after the finish

Is it loud enough to matter?
Louder than a flat faced column of the same height, because the water lands rather than slides. It is still a garden fountain rather than a feature wall, so it works at conversational distance and will not mask a road.
Is it safe around children and pets?

The one rule worth remembering
The pump has to stay under water. Everything else on this page is preference, but a pump that runs dry is a pump you replace. In warm weather a basin can drop below the line in a few days, so top it up before it gets close rather than after.

Drain it before the first hard freeze and store the pump dry indoors. Water left to freeze and thaw is what does the damage, not the cold itself.
